The controlled comparison covered 42 weekday corridor segments from January through June. Automatic counters and matched travel-time samples show the protected peak-hour bus lane reduced median weekday commute time by 18% relative to the matched baseline.
Signal retiming alone produced no statistically distinguishable change. Free-fare weekends increased ridership but were outside the weekday commute outcome.
Method note: construction weeks and severe-weather days were excluded before assignment was unblinded. The audit does not claim results for those conditions.

After the published exclusion flags are applied, 11,842 matched weekday observations remain. Median baseline duration is 42.0 minutes and protected-lane duration is 34.4 minutes.
The appendix provides sensor IDs, timestamps, treatment assignment, weather exclusion flags, and a SHA-256 manifest. It does not interpret policy or authorize permanent installation.
